How much does a guard card cost in California

A California guard card has two separate costs, and only one of them goes to a school. BSIS charges $60 for the application. The DOJ and FBI charge $49 between them for your fingerprints, plus whatever the Live Scan site charges to roll them. Training is the part you pay a provider for, and with World Academia the full 8 hours is $79.99.

  • $60 to BSIS. The initial application fee. An application received without it is returned unprocessed.
  • $49 for fingerprints. $32 to the DOJ and $17 to the FBI, plus a Live Scan site fee that varies by location.
  • $79.99 for training. Both required parts, the only line item a school can actually charge you for.

Quick answer

A California guard card costs $60 for the BSIS application, plus $49 in fingerprint fees, being $32 to the DOJ and $17 to the FBI, plus a Live Scan site fee set by the operator. Training is separate and is what you pay a school. With World Academia the 8 hours of required training is $79.99, so a realistic total is about $188.99 plus the Live Scan site fee.

What you should budget

  • Starter Package covering both required parts: $79.99
  • BSIS application fee: $60
  • DOJ and FBI fingerprint fees: $49 for every BSIS license type except firearms permits
  • Live Scan site fee: set by the operator, varies by location
  • So $188.99 plus the Live Scan site fee

Two things worth knowing

  1. 01 No school can include the state fees

If a provider quotes one all in number lower than the state fees alone, ask which line items it actually covers.

  2. 02 Out of state applicants

If you cannot reach a California Live Scan site you submit two FD-258 fingerprint hard cards and pay the $49 processing fee to BSIS directly. BSIS states hard cards are reviewed manually, with a minimum processing time of 8 to 12 weeks.

What each fee is actually for

Where the money goes, in order

  1. Check you meet the three BSIS requirements

BSIS lists exactly three: be at least 18, undergo a criminal history background check through the California DOJ and the FBI, and complete the Power to Arrest training. That is the whole list.

  2. Complete Part 1 online, then Part 2 in person

Part 1 is 3 hours of Power to Arrest, self paced and available 24/7. Part 2 is 5 hours of Appropriate Use of Force and cannot be done at home. Bring a government issued ID. You book the in person seat online.

  3. Pass the BSIS training manual exam

The BSIS application requires passage of the Power to Arrest and Appropriate Use of Force Training Manual exam with a 100% score.

  4. Get your Certificate of Completion from us

BSIS requires the training provider to issue a certificate carrying the provider name and BSIS license number, course names, dates, hours and a unique sequential serial number. You write that serial number on your application, so keep the certificate.

  5. Submit your application and pay BSIS $60

Apply online through BreEZe, or mail the paper application with a check. BSIS recommends online because it bypasses the Cashiering Office and can reduce processing by up to two weeks. An application received without the full $60 is returned unprocessed.

  6. Only then get Live Scan fingerprinted

This is the step people get wrong. The application carries an alert: per FBI guidelines you must submit your application to the Bureau before completing the Live Scan. If you mailed a personal check, wait for it to clear.

  7. Use the correct Live Scan form

Use the BSIS Request For Live Scan Service, Security Guard form, DOJ form BCIA 8016 pre-coded for BSIS with ORI A0522. BSIS warns that using the wrong form will delay your application. Your name, date of birth and SSN or ITIN must match your application exactly.

  8. BSIS reviews and decides

DOJ and FBI return your results to BSIS, and BSIS makes the decision. World Academia has no role here and no influence over the outcome. Once approved, your registration appears on the DCA license search and you may work from a printout plus valid photo ID while the card is in the mail.

The training, and what each package covers

Initial training is 8 hours: Part 1, Power to Arrest, 3 hours online, and Part 2, Appropriate Use of Force, 5 hours in person. After you are registered, BSIS requires 32 hours of continuing education within your first 6 months, 16 of those within the first 30 days, then 8 hours every year.

Frequently asked questions

How much does a guard card cost in California?

Two separate costs. The state side is a $60 BSIS application fee plus $32 DOJ and $17 FBI fingerprint fees, so $109, plus a Live Scan site fee that varies by location. The training side is what you pay a school. With World Academia the Starter Package covering both required parts is $79.99, so a realistic total is about $188.99 plus the site fee. If you are still deciding whether the job is for you, see what security guards actually earn in California.

Why do schools quote different prices for a guard card?

Because a school can only price one part of it: the training. The $60 application fee goes to BSIS and the $49 in fingerprint fees go to the DOJ and the FBI, and no provider can waive, discount or include them. If an all in quote is lower than the state fees alone, ask which line items it actually covers.

How much is the Live Scan for a guard card?

The DOJ charges $32 and the FBI charges $17, which is $49 for every BSIS license type except firearms permits. On top of that the Live Scan site charges its own rolling fee, which is set by the operator and varies by location, so it is worth comparing sites. BSIS notes these fees are subject to change without notice.

How long does it take to get a guard card in California?

BSIS controls this, not your school. The BSIS fact sheet says to allow approximately 4 to 6 weeks, while the application form tells you to allow 60 days before contacting the Bureau. BSIS publishes a live page showing its target timeframe and the date of the applications it is currently processing. Check it on the day you apply, and see how to check your application status. Out of state hard card fingerprints take a minimum of 8 to 12 weeks.

Do I have to do the training before I apply?

BSIS states the Power to Arrest training must be completed prior to issuance of the registration, not necessarily before you apply. In practice the current application form asks for the Certificate of Completion serial number for both the 3 hour Power to Arrest and the 5 hour Appropriate Use of Force courses, so finishing all 8 hours first is the cleanest route and avoids a deficient application.

Can I get my guard card entirely online?

No. Part 1, the 3 hour Power to Arrest course, is online and self paced. Part 2, the 5 hour Appropriate Use of Force course, must be completed in person and cannot be done at home. World Academia teaches Part 2 at two classrooms: Culver City, which serves the Los Angeles area, and Sacramento. Bring a government issued ID to your in person class.

What Live Scan form do I use for a guard card?

Use the BSIS Request For Live Scan Service, Security Guard form, which is DOJ form BCIA 8016 pre-coded for BSIS with ORI A0522. Bring three copies. BSIS warns that using the wrong form will delay your application. Your name, date of birth and SSN or ITIN on the form must match your application exactly. You can find a Live Scan site through the California Attorney General site.

Do I need a Social Security number to get a guard card?

The application accepts a Social Security Number or an ITIN. BSIS states it is legally prohibited from processing your application if you fail to provide your social security number or individual taxpayer identification number. Citizenship is not listed as a requirement anywhere in the BSIS application. Refugees, asylees and special immigrant visa holders can request expedited licensure under Business and Professions Code section 135.4.

Can I get a guard card with a criminal record?

Only BSIS can answer that for your specific record, and no school can predict it. The law says a board may deny a license for a conviction substantially related to the profession, generally within the preceding seven years, with exceptions for serious felonies. It also says a board may not deny based on an arrest that did not lead to a conviction, or a conviction dismissed under Penal Code 1203.4, and must consider evidence of rehabilitation. Answer honestly and consider speaking with a lawyer.

What training do I need after I get my guard card?

32 hours of security officer skills training within the first 6 months of registration, with 16 of those 32 hours completed within the first 30 days. After that, 8 hours of continuing training every year. Keep every certificate as proof. World Academia offers the 32 Hour Continuing Education course for $59.99, the 8 Hour Refresher for $22.99, or the Complete Package at $139.99 which bundles Part 1, Part 2 and the 32 hours. Both of those are delivered online and self paced.

Is my guard card issued by the training school?

No. World Academia is a BSIS licensed training facility, license ATG3001. We teach the required courses and issue you a Certificate of Completion with a serial number. BSIS, the Bureau of Security and Investigative Services, is the state agency that reviews your application and background check and issues the security guard registration. Any school claiming it can issue your guard card or guarantee approval is misrepresenting the process.

Do I need a job offer before I apply?

No. You can apply for a security guard registration on your own and complete the training with any BSIS approved provider. BSIS does note that training may also be administered by an employing Private Patrol Operator, and that a registrant who cannot provide the employing licensee a certificate of completion has deadlines tied to their employment date. Getting your training and registration first means you arrive at an employer already qualified.

What if I live outside California?

You can still apply. If you cannot access a California Live Scan site, you complete the background check with fingerprint hard cards instead: have two FD-258 cards rolled by a local law enforcement agency, then mail both cards to BSIS with the $49 DOJ and FBI processing fee, or pay that fee online in BreEZe when you submit your application. BSIS states hard cards are reviewed manually, with a minimum processing time of 8 to 12 weeks.
